Acceptance of any contribution, gift, or grant is at the discretion of the Basic Services Development Agency. The Agency will not accept any gift unless it can be used or expended in alignment with the mission and purpose of the Basic Services Development Agency.
No irrevocable gift, whether outright or life-income in nature, will be accepted if it could, under any reasonable circumstances, jeopardize the financial security of the donor.
The Basic Services Development Agency will refrain from providing advice on the tax or other implications of gifts and will encourage donors to seek guidance from their own professional advisers in the donation process.
The Agency will accept donations of cash or publicly traded securities. Gifts of in-kind services may be accepted at the discretion of the Basic Services Development Agency.
Certain other types of gifts, such as real property, personal property, non-liquid securities, in-kind contributions, or those with unclear sources or specific restrictions, must be carefully reviewed before acceptance due to the potential obligations or liabilities they may impose on the Basic Services Development Agency.
The Agency will provide acknowledgments to donors that meet tax requirements for property received as gifts. However, except for gifts of cash and publicly traded securities, no value will be ascribed to any receipt or other substantiation of a gift received by the Basic Services Development Agency.
The Basic Services Development Agency will respect the donor’s intent regarding gifts for specific purposes and honor requests for anonymity. For anonymous gifts, the Agency will limit information about the donor to only those staff members with a legitimate need to know.
Finally, the Basic Services Development Agency will not compensate any third party, through commissions, finders’ fees, or other means, for directing a gift or donor to the Agency.
